What happened

The Central Government approved India's full accession to the Southern Indian Ocean Fisheries Agreement (SIOFA) to expand its fishing fleet into international waters, secure sustainable harvesting rights for high-value marine resources, and enhance global fisheries governance.

Why it matters for UPSC

This decision illustrates India's expanding maritime diplomacy, blue economy initiatives, and its strategic role in Regional Fisheries Management Organizations (RFMOs), which is relevant to international relations and governance of global commons.

Key objectives

  1. India upgraded from a Cooperating Non-Contracting Party (CNCP) to a full Contracting Party of SIOFA.
  2. Enables authorized fishing of squids, toothfish, alfonsino, and other non-migratory fish stocks in international waters.
  3. Advances India's participation in the High Seas Boarding and Inspection (HSBI) Scheme to strengthen national coastal security and prevent IUU fishing.
